I think the best way I can answer your question is to start by answering the opposite question - What is a High Quality Backlink?

My perfect backlink would be embedded in a Relevant article on a Relevant website, with high Authority, and, ideally, lots of Traffic. The link should be Naturally Given, and the site should be known for strict Editorial Standards.

Let's break that down:

Relevance: The subject of the website, and the page the link appears on should be the same as, or closely related to, your page.

Authority (Page Rank): Google measures the authority of every web page based on how many other pages link to it, and the authority of the pages that link to it. They call this measure PageRank - but they don't share this score with us. Various third parties have come up with their own scores to estimate authority. For example PA (Page Authority) and DA (Domain Authority) created by Moz. Google doesn't use PA or DA - they're just estimates.

Editorial Standards: Some websites (SEO Friendly Directories, Article Directories, Blog Comments, Forum Profiles for example) will give a link to anyone that signs up. Others, only to decent quality sites. And a few (eg New York Times) have very high editorial standards and are difficult to get a link from. The harder it is to get a site to link to you, the more Google is likely to value the link - because it's a better indication of the quality of your site.

Naturally Given: Many links that you can go out and get yourself, eg links that you buy, or exchange, or barter for, are outside Google's webmaster guidelines. Google values links that are given naturally by editors and website owners, rather than those you had a hand in creating for yourself.

Traffic: Links aren't just for Google. If you can get a link, on a relevant page, on a high-traffic website - it will drive targeted visitors directly to your website when people click the link. There are couple of catogories to find bad backilinks

1. Links from a website which just set up for SEO links.
2. Links from the comments of other websites
3. Links with over optimized anchor texts
4. Links from Russia, while your local audience is in the US
