    find out what your link profile is, try to remove the really bad links, add some good links to dilute the bad ones. File for reconsideration

    So ultimately you have to build natural links and it is recommended, submitting reconsideration may not work, as Google has its own algorithm and for one webmaster it is not going to change its algorithm.

    1) Remove some links and submit a reconsideration request
    2) Migrate to a new domain.
    3) alternative wait for MONTHS for it to revert back to normal ( i actually got one of my site back to normal )
