Are links from dynamic content sites worthwhile?

I just did an analysis of competitors backlinks and I saw some links like this (not this one):

hxxp://ezinearticles.com/?South-Florida-Real-Estate-Statistics-and-the-Markets-Bottom&id=2353058

Then it dawned on me: How does page rank factor into sites with dynamic content? Can this page ever get page rank because it doesn't really exist? If this is the case, should we steer clear of seeking backlinks on sites with dynamic content?

All CMS are dynamic pages, they don't create static HTML pages, they use a handful of template pages.

Even Blogger is a single page template that can create thousands of different pages (Index, post, label, archive pages).

All Google cares about is that the URL leads to a page, doesn't matter If it's static or dynamic, as long as the page/URL works.

The format (static or dynamic) of URL doesn't impact the quality of the links. A dynamic URL could gain a PR if it's linked by a few external pages.
