If its a problem with the HTML of the form, then you can just run it through the w3c validator, this should pick up and issues you have (although its only going to pick up the HTML), it wont tell you...

HTML 5 / CSS3 is the future, i wouldn't recommend it now because not all browsers support it, but i suppose if you learn CSS2 you will be very close to CSS3 (afterall its not a hige jump),...
