The answer is both 'yes' and 'no'. Yes if your on-site optimization efforts are geared towards complementing a solid, long-term back link strategy and no if dependent exclusively on back links to obtain high search position.

We once had two clients with opposing views on the importance of both linking and content creation. Client #1 was so afraid of being back linked to the ever dreaded 'link farm' and thus receiving a search engine ban that they refused all back link efforts.

Client #2, not wanting to take the time to create optimized content nor pay another to do so, relied on grabbing 1000 back links per month to achieve high organic search rankings.

Although we pleaded with both to include the very thing they opposed as a part of an overall strategy to achieve their goals initially, both refused.

Whether a designer or search engineer who have developed online real estate for clients, it is a sure bet that you've run into those who believe you can perform miracles despite their refusal to cooperate when given expert opinions.

The client who refused back links was a content creation monster! We gave them a strategy to achieve high search rankings in a very competitive keyword market (Powerpoint).

After about eight weeks, their site was on Page #1 of all three major search engines. However, as time went on the client noticed their site bouncing between the #3 and #17 position on Google.

We told them this would occur beforehand but having been given advice, still they became frustrated. Eventually they accepted our wisdom of strategic back link creation.

They achieved the achieved a solid #2 position (behind only Powerpoint creator Microsoft) but more importantly, remained for the duration of their campaign.

Client #2 had a simple sales page and bought into the HYPE which put forth all that was needed was to obtain high PR back links from ,gov and .edu websites. They forsook creating content and wondered why they'd never got above Page #5 results.

In both cases, each refused to include a necessary component in an overall organic search strategy. What does this mean to you?

Take care of both (backlinking and content creation) simultaneously and there is little doubt you'll achieve high organic search rankings and thus, tons of website traffic!
