Both I usually focus on a list of about 20 keywords/phrases for a new product/niche.

I use some keyword research tools and get a big list then throw them into a PPC campaign and see which ones...

For SEO purposes, it only matters who is in the top positions and if you can beat them. I do a lot of research for others and I think people like to gage the competition to see what they are up...
