Generally the penalty subsides over time. It usually takes at least 6 months. Assuming you didn't do anything really egregious, maybe you just did too much link building, you will slowly get better...

The problem you're having is because WP didn't finish installing the new files. You'll need to do it yourself.

All great suggestions. Very frustrating.

One thing that helped me in a similar situation was deleting plugins from the plugins folder. You might have one that is wildly conflicting.

Try doing a hard refresh (F5) to make sure you're not getting the white screen displaid from Cache.

If that doesn't work, it may be simpler to restore the most recent backup or, if you haven't...

wp-includes/load.php

You may want to look via FTP and see if the files are all there.
If anything upload a new package via FTP.
