    Don't really know for sure.

    I would suggest though that you start by figuring out how much you would charge to setup the cms i.e is it just a basic install with a free theme or do you have to add on and configure custom plugins and/or design template. Then figure out what you are going to do about content.

    If you are not firm on the price, then start with $125/hour and allow negotiations from there. We're talking about your time and what it is worth to you. Your other option is to estimate how long it will take, and the technical steps involved, and arrive at a fixed price for the entire project. It might help if you itemized everything on an invoice, and used this as your starting point when talking with the customer. If you decide to lower the price, you can always add a line for "30% discount" or something similar until you and your client are happy.

    How much data you wanted to port from old to new?

    For example, a client might have tons of product info on HTML-based static web site, now they wanted to "transfer" this data to shopping cart app, man, how do you charge for each product copy and pasted to database, MANUALLY(have to, because it is in html)?

    This is a real-life example and it is delaying the site porting into new.

    It depends the kind of website,size of the website you are trying to integrate with CMS.
    if your target CMS is joomla and drupal and the website is big enough and complicated then lots of efforts will be required ,you might have to integrate various design elements like menu,banners and other small small elements with the backend.this would need lots of efforts and cost will be more.
    But if the website is small then you can use a CMS such as zimplit where no database or programming is needed and task is completed in little time so cost will be lesser.
