You can do that with CRT monitors within their tech specs :)
About 72 to 75 Hz gives a nice flicker-free display without making

Given that most CRT monitors are very old, in my own experience
I would say that the monitor and CRT itself are on the way out.

Try to borrow a known good monitor and see if you get the
same...

Try the free AV version from http://avast.com
It updates virus definitions about twice each day.
It also has the ability to run a scan at boot time
before Windoze starts, so that it can kill...
