The site is Xtranormal | Text-to-Movie (not affiliated). And you can make cartoon videos like the one above simply by typing and clicking your mouse.
I expect it won't be very long before we get a whole load of American presidents talking about Internet Marketing - they have some famous people you can use in your videos.
But be warned, the site is very addictive.
