You are creating a new ad. So yes, it is like starting from square one. However, you do not have another option. Facebook sometimes lets ads run for a short amount of time before they are rejected....

The most common reason behind images not being approved in FB ads is because there is too much text in them. Facebook has a pretty strict policy about this so make sure you have the right percentage...
