I would say they are not the fastest when it comes to responding to customer enquiries. I personally have had a horrifying experience of waiting up to weeks before they reverted.

As long as the eventual landing page displays the display URL that is on your ad, you would be fine.

As for why Google allows that, I have no idea but I guess everyone loves more revenue. :)

Some affiliate networks allow that, e.g. ClickBank.
You just have to use the same destination URL as the display URL, and instead change the destination...
