When I try to find quality websites for quality backlinks, I usually look for those with high rankings (Alexa, especially). The way I find them... I simply Google the keywords and see what pops up.

If you plan on having 2 websites with the same content, don't do it, it's duplicate content and Google with penalize you. Just redirect one of them and you should be fine.
