Well it very well could have been coded in WP, but underneath that it's just basically some HTML and Javascript, maybe some PHP as well. Not sure of any plugins off the top of my head that do this...

You need to focus on backlinking for a certain anchor text, that relates to your site the most and doesn't have too much competition. Even a keyword that gets only 2,000 searches a month on Google...

Hackers are always going to find new ways to hack servers, if they know what they're doing. Maybe 755 for the permissions will do good for what you need, instead of 777, which is a bit risky.
