Yes, there are PPC networks that are very cheap and can get you a ton of targeted traffic if you know how to set up campaign properly.. and yes, you can use direct linking to your affiliate links...

I would do following:
Send paid traffic with PPC to affiliate offer.. but don't use adwords..there is many more PPC networks that are much much more cheaper and alowe you to direct link...
