The payment doesn't clear the debit card immediately - so I'm sure paypal gives it time to clear before issuing a refund.

It's the same as a bank putting a hold on a check from an unknown bank...

it takes equal time to the time since the purchase was done. if your customer purchased 24 hours ago and he requested a refund today, he will get his money back 24 hours later and so on.
