The current thinking about why the epidemic got so bad in the US and Europe is that there was already community spread of the virus in January or even December, well before Wuhan was quarantined....

If you compare Sweden to neighboring Nordic countries, it looks pretty bad. Their high number of deaths means they are likely to have many more cases than reported.
