So I did go ahead and set up a campaign using the advice above. It definitely works. I got tons of 2 and 3 cents clicks. 90% were from India (which is fine for my purposes). Much appreciated!

You can always install WP on a custom domain, add a newsletter plugin, and then self-host your email sending service. Just be sure to install a deliverability plugin such as MailPoet (no affiliation)...
