I would not recommend Cyber Panel as it's had a number of serious security issues. What are you trying to do with the VPS, you mention reseller but what's the need for the VPS?

Hi - it shouldn't. For the most part, UCE is a defunct RBL. They list lots of things in error as well as for non-malicious things such as DNS misconfigurations as well, which really isn't helpful.
